The City of Visalia Capital Improvement Program Engineering Division is recruiting for a Traffic Information Systems Specialist.
THE DIVISION
The City of Visalia's CIP Engineering Division is part of the City’s Administration Department and serves the community by providing a wide range of engineering services such as project and construction management, surveying, traffic engineering, encroachment permits, and inspection. The Division is responsible for the development and implementation of municipal infrastructure projects through the City's adopted multi-year Capital Improvement Program (CIP) that includes a broad spectrum of CIP projects including the design, construction, and maintenance of the City’s Intelligent Transportation Systems infrastructure. The Division’s staff of engineers, technicians, surveyors, inspectors, and administrative staff are committed to customer service, safety, and providing high-quality engineering support and services to other City Departments and the Public.

POSITION
The CIP (Capital Improvement Program) Engineering Division is recruiting for a Traffic Information Systems Specialist. The Traffic Information Systems Specialist under the direction of a senior level engineer will be responsible for the implementation and management of information technology systems that support the Intelligent Transportations Systems (ITS) infrastructure in conjunction with the continuing implementation and management of the Traffic Management Center (TMC). This position will oversee and maintain the underlying network in addition to integrating all new traffic systems and ITS systems into the City’s growing ITS infrastructure all while coordinating with the separate City of Visalia network.
Qualifications / Requirements

The position requires excellent judgement, integrity, and organizational skills. The ideal candidate will be a self-driven individual, willing to take on new challenges, be able to effectively communicate with coworkers, supervisors, and staff, and be willing to work on multiple projects at any given time. They will have a track record of successfully implementing projects, problem solving and developing innovative solutions. The successful candidate will have a background in computer hardware, software, and network capabilities and configurations, ideally combined with knowledge of traffic engineering and operations. This position will provide technical assistance needed to implement and maintain the City’s ITS infrastructure located both within the City’s Traffic Management Center and throughout various field locations. The ability to utilize a background in computer operations and networking to apply knowledge and experience within routine traffic operations and ITS infrastructure is essential. The ideal candidate will have experience working in a traffic management center and related ITS software and network systems; however, this is not required. EXPERIENCE AND EDUCATION:
Any combination equivalent to experience and education that could likely provide the required knowledge, skill, and ability is qualifying. A typical way to obtain the knowledge, skill, and abilities would be:
- Equivalent to a bachelor’s degree from an accredited college or university with major work in computer science, business information systems or a closely related field.
- Two years of job-related technical experience in areas such as networking, programming, project management and managing software applications.
- Experience and/or background working in a traffic management center and related ITS software/network systems is desirable.
SPECIAL REQUIREMENTS:
- Possession of or ability to obtain a valid California driver's license by time of appointment.
- Microsoft and Cisco certification is desirable.
